What is needed for a vin verification?

Labels on the Vehicle/Motorcycle/Trailer

 

🚗 VIN & Label Requirements by Vehicle Year and Type

🔹 All Vehicles – 1970 & Newer - Except OHV

✅ Federal Certification Label Required

This label must be present and include:

  • The Vehicle Identification Number (VIN)
     
  • A statement confirming compliance with Federal Motor Vehicle Safety Standards (FMVSS)
     

📍 Label Locations:

  • Cars & Trucks: Driver-side door or door jamb
     
  • Motorcycles: Fork near the handlebars (left or right)
     
  • Trailers: Varies by trailer type (check frame or main body)
     

⚠️ If the label is missing or unreadable:
Only the DMV or CHP can verify the vehicle.
 

Additional Requirement:
The VIN must also appear in at least one other location (e.g., frame, dashboard).

🔹 All Vehicles – 1969 & Older

  • Federal certification label not required
     
  • At least one visible VIN location is required (dashboard, frame, etc.)
     

🔹 All Vehicles – 1968 & Newer,  1978 and newer Motorcycles, or 1979 and newer Heavy Duty Vehicles, or 2003 and newer OHV's 

✅ Emissions Label Required

📍 Emissions Label Locations:

  • Cars & Light Trucks: Under the hood
     
  • Motorcycles: On or near the frame
     
  • Heavy-Duty Vehicles: Driver-side door area and/or on engine-block.
     

✅ Vehicle verifiers are allowed to verify a vehicle without the emissions label.
However, they must note if it is missing, damaged, or unreadable during the verification process.
 
⚠️ Important:
The DMV may require a replacement emissions label if it is missing, before registering the vehicle. or something else. If so, get the request in writing:
 On a Report of Deposit of Fees (RDF) using Reason Code Z with an explanation

Or on official DMV letterhead, signed by the DMV representative

 

🛑 Don’t Rely on Verbal Instructions from the DMV

Many California residents have reported receiving conflicting information from DMV staff. A clerk may tell you one thing, only for another to later say it was incorrect—leaving you responsible for fixing the problem.

📝 Always request written documentation when a DMV employee:
 Refuses to process or complete an application for Title or Registration (REG 343)

Ask them to clearly state the exact reason for refusal and the required solution on an RDF (Reason Code Z) or on DMV letterhead.

 If needed, ask them to show you where you can find the procedures listed on the DMV website if they are unwilling to provide their written word.

If you have a salvaged vehicle - you must bring the vehicle to the DMV. 


The DMV will likely refer your vehicle to the CHP for the SVIP (Salvaged Vehicle Inspection Program).


This is your only option.

Vehicles imported into the USA that were not designed according to US Federal Standards must be verified by the DMV or CHP.

Licensed vehicle verifiers cannot verify Armored Vehicles.


These must go to the CHP only. 

Incomplete Vehicles / Parts

Motorcycles with Engine Changes or No Longer in System.

No vehicle verifier can verify a vehicle that is incomplete or unassembled (parts).

If your motorcycle has had an engine change then only the DMV and or CHP can verify it. 


If your motorcycle is titled in California but the registration has been removed from the DMV database due to non-payment - Only the DMV or CHP can Verify it. 


Licensed vehicle verifiers can only verify motorcycles that are coming into California with a current non-California title, registration card, or MCO.
